This short introduction sets the stage for why are we here and gives an overview of some of the challenges regarding DRIs, while offering insight on how growth management can help.

A major part of FDOTs role in growth management involves reviewing proposed developments, comprehensive plan amendments, land development code amendments, capital improvement budgets, provision of public facilities, proportionate fair share agreements, Development of Regional Impact (DRI) agreements, and Evaluation and Appraisal Report (EAR) based amendments. Since these local government decisions provide the basis for development approvals, they often incorporate land use changes and impacts to the transportation network. As such, transportation impact analyses are conducted to evaluate how the transportation network would function once the proposed land use change or development takes place.
